Lilian has been working tirelessly to advocate for positive change and champion legislation that directly benefits our communities.
This session, she has successfully passed several crucial bills that will make a lasting impact on the lives of our community members. Her collective efforts have paved the way for a brighter future and a stronger Illinois. Here are some highlights:

Legislative Wins Heading to the Governor’s Desk
HB3247 - Safe Schools for All
HB3247 requires schools to ensure that all students will have access to education. We introduced this bill in response to escalating anti-immigrant rhetoric and federal actions, including the Trump administration's rescission of the Department of Homeland Security's "sensitive locations memo,” which previously discouraged immigration enforcement actions in schools. Without these federal protections, schools have been left vulnerable to enforcement activity that threatens to disrupt the classroom environment and discourage immigrant families from sending their children to school. This bill makes clear that no student shall be excluded from school or school programs based on actual or preceded immigration status.
It prohibits any school procedure or practice that has the effect of discouraging student attendance, including requests for Social Security numbers or any form of documentation that might be used to profile immigrant families. The bill also strictly prohibits school employees and agents from threatening to report students or their parents to immigration enforcement agencies, making reports based solely on suspicion, or disclosing immigration status to any non-governmental entity.
HB2682 - TANF-FAMILY VIOLENCE OPTION
HB2682 strengthens the Illinois' Temporary Assistance for Needy Families (TANF) program by streamlining access to vital supports for survivors of domestic and sexual violence. The bill ensures survivors are informed of and can access the Family Violence Option (FVO), which allows temporary waivers from work, training, paternity, and child support requirements. It modernizes crisis assistance by consolidating application processes, expanding verification options to include self-attestation, and increasing emergency payments to $1,250 per month for four months. By addressing longstanding obstacles for survivors, TANF will truly serve as a lifeline for those in crisis.
HB3248 Hair Removal Coverage Act
The Medically Necessary Hair Removal Coverage Act recognizes laser hair removal as essential medical care, not merely cosmetic, for conditions such as Hidradenitis Suppurativa, PCOS, and gender affirming care. When recommended by a medical professional and after other treatments have failed, this cost-effective solution can reduce symptoms, improve self-esteem, and enhance quality of life. It’s time to expand access to the care patients need and deserve.
SB1261- IHDA Homeowner HIP Program bill.
The Homeowner HIP Program is a response to Illinois’ housing crisis, particularly in gentrifying neighborhoods like Logan Square. The bill empowers IHDA to fund nonprofit-led home acquisition through Community Land Trusts (CLTs) and similar models that ensure long-term affordability. It also establishes a task force to identify sustainable funding, streamline tax policies, and support emerging CLTs across the state. By investing in permanently affordable homeownership for low-to-moderate income families, this legislation combats displacement and stabilizes neighborhoods.
SB2285 - Broadening Bicycle Advocacy
Allows users who operate a trike or a low-speed electric vehicle to be legally protected on Illinois roads. Redefines "bicycle" as every human-powered or low-speed electric vehicle with 2 or more wheels not less than 12 inches in diameter, designed for the transportation of one or more persons. By redefining bicycles, Users with mobility and physical challenges deserve to enjoy cycling for leisure or transportation with the same legal protections as bicyclists on the roads. Our goal is to encourage alternative modes of transportation to reduce our carbon footprint and better our environment.
