Happy November! I enjoyed meeting many of you at one of our many fall activities and Halloween events. If you didn’t get a chance to join us last month I look forward to seeing you at one of our many upcoming events in November and throughout the holiday season!
Last month I had the opportunity to host the 4th District’s inaugural Environmental Policy Roundtable, where we welcomed community members and experts in the field of public health, transportation and the environment who were eager to share their expertise and to become more engaged in shaping my legislative priorities. This kind of active participation exemplifies our collective commitment to fostering a sustainable future for our community members.
We are working diligently to develop innovative policies that will not only address current climate challenges but also pave the way for a greener, healthier community. I am truly inspired by the enthusiasm and dedication demonstrated by everyone involved, and I am confident that our collaborative efforts will lead to meaningful and impactful change. LIHEAP UTILITY ASSISTANCE

Utility assistance for natural gas, propane, and electricity is available to those eligible through Illinois’ Low-Income Home Energy Assistance Program (LIHEAP).
LIHEAP provides one-time payments directly to energy service providers on behalf of recipients, with amounts based on the needs of individual families.
Eligibility for the program is based on household income, with recipients earning less than 200% of the federal poverty level. This year, priority will be given to households that include a senior (60 years or older), a child (6 years or younger), or an individual with a long-term disability.
Those who are eligible may apply online at HelpIllinoisFamilies.com Applications are now open for priority households, and further applications will open up on November 1st and December 1st. HANA Center is assisting with applications!
Applications will be accepted until July 5th , 2024 or until funding is exhausted.

ELECTRIC VEHICLE REBATE

The next round for EV rebates will be open November 1, 2023 through January 31, 2024.
The application and instructions will be available prior to the round opening on October 18, 2023 on IEPA’s Electric Vehicle Rebate Program webpage.
Eligible low-income applicants receive priority for rebate processing and rebates are subject to the availability of funds. The General Assembly appropriated $12 million to IEPA for FY24, and actual funding amounts will be determined by the amount available in the Electric Vehicle Rebate Fund.
Applicants must apply during the rebate cycle window and within 90 days of vehicle purchase. We would encourage interested constituents to apply as early as possible during the rebate cycle window.

What: This opportunity will support reproductive health care providers in Illinois that are experiencing increased demand for their services. Projects could include improvements and repairs, new construction, security upgrades, and equipment to increase capacity and enhance safety. This includes the purchase of vehicles for mobile care units. Facilities must provide or plan to provide abortion care as defined in the Illinois Reproductive Health Act.
Potential Applicants: Nonprofit and for-profit clinics providing or planning to provide pregnancy-related services in a clinical setting. Extra points will be awarded for projects in rural or underserved areas.
How Much: $5 million total, grants will range between $50,000 and $500,000. A 15% total project cash match is required.

Clean Energy Contractor Incubator Program
What: This opportunity will fund proposals establishing a network of Clean Energy Contractor Incubators with the goal of increasing business opportunities for clean energy contractors and nonprofits located in areas impacted by economic, social, and environmental challenges.
Potential Applicants: Eligible applicants are community-based organizations, including nonprofit organizations, and accredited public colleges or universities, with demonstrated history and effectiveness in serving program-eligible populations in one or more of these Program Delivery Areas: Chicago (South Side), Chicago (Southwest and West Sides), Waukegan, Rockford, Aurora, Joliet, Peoria, Champaign, Danville, Decatur, Carbondale, East St. Louis, and Alton.
How Much: $21 million total, grants will range between $500,000 and $2.5 million.
Deadline: December 11, 2023, by 5:00 p.m.

Illinois Economic Empowerment Centers (EEC) Program
What: This opportunity will establish and support the Illinois Economic Empowerment Centers (EECs) Program designed to provide training in the principles and practice of entrepreneurship to prepare individuals, including minorities, women, individuals with a disability, dislocated workers, veterans, and youth entrepreneurs to pursue self-employment and/or a business enterprise opportunity.
Potential Applicants: Career education agencies; and Non-profit organizations, including but not limited to local development corporations, chambers of commerce, community-based outreach centers, and community-based organizations that provide services to minority-owned businesses and entrepreneurs. Each center must: Have a designated EEC Program Director; be operated by a Board of Directors representing community leaders in business, education, finance and government; be incorporated as a not-for-profit corporation; and be located in an area accessible to eligible Program Participants.
How Much: $2.5 million total, grants will range between $250,000 and $500,000. A minimum overall matching contribution of 100% of the grant amount is required, which includes a required minimum cash match of 50% of the grant amount. Grantees must be able to match grant dollars as described in the application information, and all sources of match must be identified and available to the applicant at the start of the grant term.

To help ensure our neighbors have regular access to food and meal services, Grubhub is introducing the Full Plate Program, made possible by the Grubhub Community Fund. This new microgrant program will support nonprofit organizations that provide food and meal services as a core part of their mission in our hometown with up to $10,000 each in grant support. Grubhub’s goal is to recommend a total of up to $1 million in grants through the Grubhub Community Fund. The program will be administered in partnership with the Greater Chicago Food Depository and Nourishing Hope.

Rental Assistance
The Department of Family and Support Services offers a Rental Assistance Program (RAP) that provides cash assistance to low-income households at risk of becoming homeless due to eviction, loss of income or another emergency. Eligibility is based on household income and proof of a qualifying event.

CCHR enforces the Chicago Human Rights Ordinance and the Chicago Fair Housing Ordinance
Education is key to preventing and alleviating discrimination, hate crimes, and inter-group tensions. The Chicago Commission on Human Relations (CCHR) conducts workshops and peace circles for schools, community groups, religious institutions, and agencies on a variety of topics, including bullying and conflict resolution. These workshops and peace circles can be facilitated as a package, or they can be delivered individually.
Workshop Specifics:
All workshops are free of charge.
Workshops are designed for all ages: Kindergarten, 2nd-5th, 6th-8th and 8th-12th grades, college, adults and seniors (staff and administrators).
The length of the workshop is customized to your time frame.
The workshop can be facilitated in one session, or it can be divided up into multiple sessions.
Workshop Formats: Peace Circle format and the more traditional workshop format of facing the front of the room. Handouts will be provided.
Requests for audio visual equipment will be discussed (if needed).
All workshops can be facilitated in English and several in Spanish.

ABOUT THE FUND
The Chicago Resiliency Fund 2.0 is a $14.68 million commitment from Mayor Lori E. Lightfoot and the Department of Family and Support Services to provide up to 25,500 eligible Chicago residents with a one-time, $500 relief payment. The fund is intended to support residents who had difficulty accessing and qualifying for federal relief payments in 2020 and 2021.
The fund is now accepting applications from all three eligible populations:
Households who claimed dependents 17 years or older in their 2019 taxes,
Domestic workers, and/or
Undocumented residents.
To check if you’re eligible, review the eligibility criteria below.
Heartland Human Care Services is the official program administrator for the fund. The application is hosted by technology partner AidKit and the organizations selected to intake applications and lead outreach are:
Association House Chicago (1116 N. Kedzie) – 2019 tax filers with dependent youth ages 17-24
Chinese Mutual Aid Association (1016 W. Argyle St #3715) – 2019 tax filers with dependent adults ages 25+
Heartland Human Care Services (2732 N. Kedzie) – undocumented residents
YWCA Metropolitan Chicago (1 N. LaSalle St Suite 1700) – domestic workers
There are also many additional Community-Based Organizations across Chicago participating in this project by getting the word out to residents, assisting them with completing interest forms and applications, and providing support.

The Chicago Community Trust - General Operating Grant
Building Pathways to Stability: Essential Services – Addressing Critical Needs
While the Trust’s strategic focus is on closing the racial and ethnic wealth gap, we recognize Chicago families are facing unstable living situations or living in unsafe circumstances. That is why the Trust supports essential service organizations that address the critical needs of individuals and families.
Building Pathways to Stability provides funding to organizations whose core work is to provide essential services in:
Addressing housing insecurity or homelessness
Decreasing food insecurity
Increasing access to health care for residents encountering barriers
Responding to residents in need of emergency clothing and supplies
These multi-year, general operating grants will span three years. Yearly grant amounts will be between $25,000 and $80,000. Grant sizes will vary based on organizational size and need. These grants will support general operations; however, grant recipients will be required to report on progress toward outcomes and related measures of progress each year of the grant.
