Dear Neighbors,


Happy November! I enjoyed meeting many of you at one of our many fall activities and Halloween events. If you didn’t get a chance to join us last month I look forward to seeing you at one of our many upcoming events in November and throughout the holiday season!


Last month I had the opportunity to host the 4th District’s inaugural Environmental Policy Roundtable, where we welcomed community members and experts in the field of public health, transportation and the environment who were eager to share their expertise and to become more engaged in shaping my legislative priorities. This kind of active participation exemplifies our collective commitment to fostering a sustainable future for our community members.


We are working diligently to develop innovative policies that will not only address current climate challenges but also pave the way for a greener, healthier community. I am truly inspired by the enthusiasm and dedication demonstrated by everyone involved, and I am confident that our collaborative efforts will lead to meaningful and impactful change. ¡Feliz mes de noviembre! Me encantó conocer a muchos de ustedes en una de nuestras muchas actividades de otoño y eventos de Halloween. Si no tuvieron la oportunidad de unirse a nosotros el mes pasado, espero verles en uno de nuestros muchos próximos eventos en noviembre y durante la temporada de vacaciones.


El mes pasado tuve la oportunidad de organizar la primera Mesa Redonda sobre Política Medioambiental del 4º Distrito, en la que dimos la bienvenida a miembros de la comunidad y expertos en el campo de la salud pública, el transporte y el medio ambiente, deseosos de compartir sus conocimientos y de participar más activamente en la definición de mis prioridades legislativas. Este tipo de participación activa ejemplifica nuestro compromiso colectivo de fomentar un futuro sostenible para los miembros de nuestra comunidad.


Estamos trabajando diligentemente para desarrollar políticas innovadoras que no sólo aborden los retos climáticos actuales, sino que también allanen el camino hacia una comunidad más verde y saludable. Me siento verdaderamente inspirado por el entusiasmo y la dedicación demostrados por todos los implicados, y confío en que nuestros esfuerzos de colaboración conducirán a un cambio significativo y de gran repercusión. LIHEAP UTILITY ASSISTANCE

Utility assistance for natural gas, propane, and electricity is available to those eligible through Illinois’ Low-Income Home Energy Assistance Program (LIHEAP).

LIHEAP provides one-time payments directly to energy service providers on behalf of recipients, with amounts based on the needs of individual families.


Eligibility for the program is based on household income, with recipients earning less than 200% of the federal poverty level. This year, priority will be given to households that include a senior (60 years or older), a child (6 years or younger), or an individual with a long-term disability.


Those who are eligible may apply online at HelpIllinoisFamilies.com Applications are now open for priority households, and further applications will open up on November 1st and December 1st. HANA Center is assisting with applications!

Applications will be accepted until July 5th , 2024 or until funding is exhausted.

El Programa de Asistencia Energética para Hogares de Bajos Ingresos de Illinois (LIHEAP, por sus siglas en inglés) ofrece ayudas para el suministro de gas natural, propano y electricidad a las personas que reúnan los requisitos necesarios.

LIHEAP proporciona pagos únicos directamente a los proveedores de servicios energéticos en nombre de los beneficiarios, con cantidades basadas en las necesidades de las familias individuales.

To best serve members of the district, we are going mobile! To make it easier on our seniors and folks without reliable transportation, we will be joining Alderperson Jessie Fuentes at their office on 2511 W Division St every Tuesday and Thursday from 10am-4pm to assist with state services.

ATTENTION! We are looking for community members who are passionate about advocating for their community. If you have any policy recommendations or concerns, I want to hear you! Please join one of our policy roundtables so we can share the legislative agenda for the 4th District that will benefit everyone, not just the rich. It is important that we come together because no battle is won alone.

To join one of our policy roundtables, you must be a resident or work in the 4th District. You can check your district here. Please fill out the form and a member of our office will reach out to you soon.


The environmental justice policy roundtable is set to convene Oct 18th from 6:30pm-7:30pm via zoom. If you are interested in joining this committee, please reach out the form.

ELECTRIC VEHICLE REBATE

The next round for EV rebates will be open November 1, 2023 through January 31, 2024.

The application and instructions will be available prior to the round opening on October 18, 2023 on IEPA’s Electric Vehicle Rebate Program webpage.

Eligible low-income applicants receive priority for rebate processing and rebates are subject to the availability of funds. The General Assembly appropriated $12 million to IEPA for FY24, and actual funding amounts will be determined by the amount available in the Electric Vehicle Rebate Fund.


Applicants must apply during the rebate cycle window and within 90 days of vehicle purchase. We would encourage interested constituents to apply as early as possible during the rebate cycle window.

The Field Museum has Free Days!


We have a great line-up of events to celebrate Native American Heritage Month at the Field Museum, starting this Wednesday at 1:15pm with a blessing ceremony and a performance by the Oka Homma Singers. We hope you can find time to join us in the celebrations this month!


Our free admission days for Illinois residents in November are the 7th, 10th, 14th, and 28th. Illinois Reproductive Health Facilities Capital Grant Program

What: This opportunity will support reproductive health care providers in Illinois that are experiencing increased demand for their services. Projects could include improvements and repairs, new construction, security upgrades, and equipment to increase capacity and enhance safety. This includes the purchase of vehicles for mobile care units. Facilities must provide or plan to provide abortion care as defined in the Illinois Reproductive Health Act.

Potential Applicants: Nonprofit and for-profit clinics providing or planning to provide pregnancy-related services in a clinical setting. Extra points will be awarded for projects in rural or underserved areas.

How Much: $5 million total, grants will range between $50,000 and $500,000. A 15% total project cash match is required.

Deadline: Rolling until funds are depleted

Clean Energy Contractor Incubator Program

What: This opportunity will fund proposals establishing a network of Clean Energy Contractor Incubators with the goal of increasing business opportunities for clean energy contractors and nonprofits located in areas impacted by economic, social, and environmental challenges.

Potential Applicants: Eligible applicants are community-based organizations, including nonprofit organizations, and accredited public colleges or universities, with demonstrated history and effectiveness in serving program-eligible populations in one or more of these Program Delivery Areas: Chicago (South Side), Chicago (Southwest and West Sides), Waukegan, Rockford, Aurora, Joliet, Peoria, Champaign, Danville, Decatur, Carbondale, East St. Louis, and Alton.

How Much: $21 million total, grants will range between $500,000 and $2.5 million.

Deadline: December 11, 2023, by 5:00 p.m.

Illinois Economic Empowerment Centers (EEC) Program

What: This opportunity will establish and support the Illinois Economic Empowerment Centers (EECs) Program designed to provide training in the principles and practice of entrepreneurship to prepare individuals, including minorities, women, individuals with a disability, dislocated workers, veterans, and youth entrepreneurs to pursue self-employment and/or a business enterprise opportunity.

Potential Applicants: Career education agencies; and Non-profit organizations, including but not limited to local development corporations, chambers of commerce, community-based outreach centers, and community-based organizations that provide services to minority-owned businesses and entrepreneurs. Each center must: Have a designated EEC Program Director; be operated by a Board of Directors representing community leaders in business, education, finance and government; be incorporated as a not-for-profit corporation; and be located in an area accessible to eligible Program Participants.

How Much: $2.5 million total, grants will range between $250,000 and $500,000. A minimum overall matching contribution of 100% of the grant amount is required, which includes a required minimum cash match of 50% of the grant amount. Grantees must be able to match grant dollars as described in the application information, and all sources of match must be identified and available to the applicant at the start of the grant term.

Deadline: November 28, 2023, by 5:00 p.m.

To help ensure our neighbors have regular access to food and meal services, Grubhub is introducing the Full Plate Program, made possible by the Grubhub Community Fund. This new microgrant program will support nonprofit organizations that provide food and meal services as a core part of their mission in our hometown with up to $10,000 each in grant support. Grubhub’s goal is to recommend a total of up to $1 million in grants through the Grubhub Community Fund. The program will be administered in partnership with the Greater Chicago Food Depository and Nourishing Hope.


Interested Chicago-based nonprofit organizations can apply now through 5 p.m. CT on Monday, Nov. 13, 2023. Organizations approved for funding will be announced in December 2023. For additional application details or to apply, please visit https://grubhub.smapply.io/.
